Transportation System Plan

The Columbia County Transportation System Plan, produced in 2017, is a 20-year plan that guides transportation improvement projects to meet the needs of the county. 

The Transportation System Plan guides the county’s decisions in achieving an efficient, safe, and multi-modal transportation system to serve the needs of Columbia County residents and to accommodate expected growth through 2035.

The long-range plan links expected growth in the county with transportation needs. More than five dozen projects were identified in the plan, including road and bridge maintenance, trails, transit stops, and improved railroad crossings, as well as pedestrian and bicycle projects. The TSP also helps guide the planning and investment of transportation infrastructure in Columbia County and sets the policy framework for the system. Columbia County staff, along with the Oregon Department of Transportation, CC Rider - the county’s transit system - and local jurisdictions worked together to review transportation needs to accommodate the forecast growth in the region.
