DESCRIPTION:NOTICE OF PUBLIC HEARING Wednesday, June 10, 2026 (Remote Access Available) (During the County Commissioner Regular Scheduled Meeting)  NOTICE IS HEREBY GIVEN that Northwest Environmental Defense Center (NEDC) has appealed the Planning Commission decision approving a Conditional Use Permit (Land Development Services file no. CU 25-169) authorizing the processing of natural gas as it occurs at the twelve (12) proposed injection/withdrawal wells, at the existing NW Natural Gas - Mist Facility, pursuant to Columbia County Zoning Ordinance (CCZO) §505.2 and Oregon Administrative Rules (OAR) 660-006-0027(4)(g).  A PUBLIC HEARING will be held before the Columbia County Board of Commissioners on Wednesday, June 10, 2026, at or after 10:00 am. Written comments on the issue can be submitted via email to jacyn.normine@columbiacountyor.gov or you can send comments via U.S. Mail to Columbia County Board of Commissioners, Jacyn Normine, 230 Strand Street, St. Helens, OR 97051. and will be accepted into the record if submitted at the hearing.  The hearing will be held in accordance with the procedures established in §1603 of the Columbia County Zoning Ordinance. At the public hearing, planning staff, the applicants, and interested parties may present information relevant to the criteria and standards pertinent to the proposal, giving reasons why the application should or should not be approved or what modifications are necessary for approval.   Failure to raise an issue, either in writing or in person, and failure to provide statements or evidence sufficient to afford the Columbia County Board of Commissioners an opportunity to respond to the issue raised, precludes appeal to the Land Use Board of Appeals (LUBA) based on that specific issue. If additional documents or evidence are provided by any party, the local government may allow continuance or leave the record open to allow the parties a reasonable opportunity to respond. Any continuance or extension of the record requested by an applicant shall result in a corresponding extension of the time limitations of ORS 215.427 or 227.178 and ORS 215.429 or 227.179.
